Public Hearing - 2021
MDOT SHA and FHWA conducted one virtual public hearing with two sessions on November 1, 2021 to provide oral testimony on the Supplemental Draft Environmental Impact Statement (SDEIS), which provides new information related to Preferred Alternative, Alternative 9 – Phase 1 South, for the I-495 & I-270 Managed Lanes Study. Members of the public were allotted three minutes and elected officials were allotted five minutes, per person, for verbal testimony. Responses to questions were not given at the hearing. A transcript of public comments will be available on the website. In addition to the virtual public hearing sessions, written comments and call-in testimony through voicemail were accepted for the official record from October 1, 2021 until 11:59 p.m., November 30, 2021. MDOT SHA and FHWA will consider and respond to substantive comments in the FEIS.

Prior to attending a public hearing session, the public was encouraged to review the online presentation that includes the informational display boards.

Public Hearings - 2020
FHWA, MDOT SHA, and the Maryland Department of the Environment (MDE) conducted six Joint Public Hearings for the public to provide oral testimony on the I-495 & I-270 Managed Lanes Study Draft Environmental Impact Statement (DEIS) and Draft Section 4(f) Evaluation and Joint Permit Application (JPA). Virtual public hearings were held on August 18, 20, 25 and September 3, 2020. The U.S. Army Corps of Engineers (USACE) participated in the August 25 virtual public hearing to meet the Department of the Army requirements. Two in-person public hearings were held in Prince George’s and Montgomery counties on September 1 and 10, 2020, respectively.
MDOT SHA and FHWA concluded the extended public comment period for the I-495 & I-270 Managed Lanes Study DEIS which was open for over 120 days from July 10, 2020 to November 9, 2020.
Related extended public comment periods for the JPA for the Alteration of Any Floodplain, Waterway, Tidal or Nontidal Wetland in Maryland by the Maryland Department of the Environment (MDE) and U.S. Army Corps of Engineers (USACE) have also concluded.
Comments were accepted during the extended comment period through multiple methods including oral testimony, online comment form, email, and letter. MDOT SHA and FHWA will review and consider all comments received, perform additional analyses, as needed, and respond to substantive comments in the Study’s Final Environmental Impact Statement (FEIS).

Testimony was provided via real-time phone call at the virtual public hearings and directly to the panelists or court reporter during the in-person public hearings. Testimony was also received by voicemail during the virtual and in-person hearings. Transcriptions were prepared by a court reporter service and by MDOT SHA.

Public Workshops - Spring 2019
MDOT SHA conducted a series of Public Workshops in Montgomery and Prince George’s counties in April and May 2019 to present the preliminary traffic, environmental, and financial analyses for the Screened Alternatives along with the recommendations for the Alternatives to be Retained for Detailed Study (ARDS) in the Draft Environmental Impact Statement.
The Public Workshops provided an opportunity for the public to view, ask questions, and comment on the I-495 & I-270 Managed Lanes Study information. We will continue to accept comments on the recommended Alternatives Retained for Detailed Study (ARDS). Comments for the ARDS were accepted through June 14, 2019. Comments are welcome through the online comment form, online general comment form, email, and hard copy mail.
We encourage the public to Stay Connected and Provide Feedback throughout the I-495 & I-270 Managed Lanes Study.

Public Workshops - July 2018
The MDOT SHA conducted a series of Public Workshops in Montgomery and Prince George’s counties for the I-495 & I-270 Managed Lanes Study in July 2018 to present the study status and schedule, Purpose and Need summary, Preliminary Range of Alternatives, and the Screening Criteria that is being used to narrow the preliminary range of alternatives. The intent of the workshops was to also gather comments and information that would help inform the alternatives development process including determining the Alternatives Retained for Detailed Study (ARDS) and environmental, traffic, and property analysis.
The Public Workshops provided an opportunity for the public to view, ask questions, and comment on the study information. During the workshop comment period (July 17, 2018 – August 27, 2018), MDOT SHA received a total of 2,282 comments through the workshop comment form, online meeting comment form, online general comment form, emailed comments, mailed comments and the toll-free line.
The comments received were reviewed in detail and helped shape a set of recommended Screened Alternatives that were presented to the public.
